Job Summary

Manages the design and construction including planning, organizing, directing, and controlling the construction administrative function of the hospital and all associated off-campus facilities. Responsible for providing leadership to the Design & Construction staff accountable for the management of new and renovation construction projects, as well as directly managing assigned complex and high-level projects. Provides direction to staff, contractors, architects, designers, and other vendors for all assigned facility project activities. Responsible for the development and implementation of design and construction standards, guidelines, best practices, departmental procedures, process improvement initiatives, contract development, and construction safety. Facilitates and monitors contract negotiations, advises staff on contract terms, design standards, construction delivery methods, safety and other general management responsibilities. 

Job Specific Duties

  • Oversee and monitor staff and vendor project performance, financial reporting, and KPIs.  Selects, orients/trains, assigns, directs, evaluates performance, makes recommendations for personnel actions and supervises departmental staff. 
  • Manages the department vendor pre-qualification and database, project database, document management, finances, close-outs, and contracts. 
  • Oversees permitting process for capital construction program, title searches, AHCA, and DNV critical documentation.
  • Department Kronos administrator. 
  • Oversees the inventory of construction department assets.  Administrator of the inventory database.
  • Represents NCHS’s interests while overseeing day to day office activities for medium and major capital construction projects. 
  • Works alongside other leaders on implementing different organization initiatives. 
  • Directs and performs purchasing functions of the department in accordance with hospital policies and procedures. 
  • Oversees the capitalization of project management time (salaries and burden) to be reclassed to approved projects to Finance. 
  • Participates in monitoring, managing, and preparation of operational budget.
  • Participates in strategic and facilities space planning sessions. Manages organizational furniture management process. 
  • Oversees the department's reporting processes in operations, interior design, project execution, etc. This includes routine monthly project status update reports to leadership addressing costs and schedules, project statuses, KPIs, and compliance. Maintains departmental reports and records and collects statistical data for the Director. 
  • Leads the development and implementation of design and construction standards, guidelines, best practices, departmental procedures, process improvement initiatives, contract development, and construction safety. 
  • Maintains and enforces established departmental policies and procedures, objectives, quality assurance program, safety, environmental, hazardous and infection control standards. Provides instruction, guidance, and consultation to key personnel regarding policies/procedures and standards. 
  • Provides guidance to the staff responsible for the management of new and renovation construction projects as well as directly manages assigned complex and high-level projects.  
  • Collaborates on capital budgeting and funding approvals.
  • Leads contract development and negotiations of the capital construction program which averages $100M-$250M at any given time. 
  • Collaborates in high level implementation of organizational strategic plans through the execution of construction projects. 
  • Monitors and audits project data to develop Key Performance Indicator outcomes.  Track and monitor trends to collaborate on outcome improvement strategies.
  • Supports the oversight of all safety aspects related to construction activities. Ensures that safety concerns are swiftly addressed. Informs the organization of upcoming or unforeseen safety events as well as those which may impact operations. 
  • Responsible for analyzing all data that contributes to the department's Key Performance Indicators (KPIs). Evaluate and support projection of KPIs as well as trends. Work on the development of strategies that will improve and sustain outcomes. 
  • Leads a team of the interior design division, project execution coordinators, and department administrative support. 
  • Provides support and mentoring to team. 
  • Maintains relationships and communication with key stakeholders throughout the organization to ensure that their construction and furniture expectations and needs are met. 
  • Administrator of department systems and extensive databases. 

Qualifications

Minimum Job Requirements

  • Bachelor's degree in architecture, Engineering, Interior Design, Construction Management (or) 10 years of related
    work experience  
  • 4-7 years of experience in hospital facilities management, engineering, or construction management
  • 1-3 years of supervisory experience

Knowledge, Skills, and Abilities

  • Experience managing multiple healthcare projects of significant size and complexity is preferred.
  • Project Management Professional (PMP) is preferred.
  • Ability to implement NCHS procedures to ensure safety and security.
  • Excellent organization skills.
  • Ability to establish and maintain effective relationships with widely diverse groups, including individuals at all levels both within and outside the organization and gain their cooperation.
  • Proficient in Microsoft Office (Word, Excel, Access) and project management software.
  • Ability to prepare project scope, budget and schedule documents; familiarity with construction contracts and construction delivery strategies.
  • Ability to handle potentially sensitive situations by applying consultative skills in working with internal and external constituent groups.
  • Ability to plan, organizes, motivate, mentor, direct and evaluate the work of others.
  • Ability to prioritize work by making informed judgments and to develop solutions for complex problems.
  • Ability to utilize project management tools.
  • Specific knowledge of local, state and federal regulatory requirements related to areas of functional responsibility.
  • Knowledge of technical, professional and business in the fields of healthcare delivery, architecture, and construction and building design process.
  • Maintains positive interpersonal relationships with patients, visitors, and other hospital personnel.
  • Strong leadership ability and willingness to work with and supervise professional and non-professional personnel.
  • Ability to plan, organizes, develop, implement, and interpret the program's goals, objectives, policies, and procedures of the department.
  • A thorough knowledge of computer systems and applications that are and can be used in the department.
